The foundational belief of the College is that every child and young person has a fundamental birth right to be wanted, loved and nurtured and to be provided with a loving, stable family home environment. Where this is not possible, the College will address these needs by providing out-of-home care that is superior in its expertise and execution.

The College has highly qualified permanent carers and Child Development Workers who continually consult with, and monitor the progress of, each child and young person and provide appropriate individual educational and developmental programmes where and when necessary.

This model of care has far-reaching effects for both the child and young person's personal growth and for the community which will reap the benefits of each child and young person becoming a dignified and mature adult who can bring to society the fruits of their educational and personal achievements.

Reunification with, and restoration to, the child or young person's birth family is encouraged and achieved wherever it is in the best interests of the child or young person. The College is committed to maintaining life-long involvement with and offering support to each young person leaving out-of-home care, if they so choose, upon reaching maturity.
